Sessegnon’s brother, Ryan, joined the club from the Championship side in the summer and is yet to play under Mauricio Pochettino.
The former Fulham star can play as a left-back or as a left-winger, while Steven has starred as the Cottagers’ right-back this season.
The report adds that Tottenham had lodged a £3million offer to land Steven when they tried to sign Ryan in the summer for £25m.

Sessegnon having a fine season for Fulham
The Cottagers are attempting to return to the Premier League this season and are placed sixth after six games.
Steven has impressed at right-back this campaign, but the youngster can play as a centre-back and in the midfield too.
The right-back is one of the brightest talents in the current Fulham side and could solve our issues at the back.
Steven would develop into a quality defender under Mauricio Pochettino and we would have two youngsters fighting for the right-back spot. Kyle Walker-Peters has looked good this season but is out with a minor injury.
