The 22-year-old is seen as a replacement for Christian Eriksen who is expected to leave the club in the January transfer window.
Mourinho is in need of improving his options in midfield with a number of players injured or out of form. Moussa Sissoko has been ruled out till April while the likes of Giovani Lo Celso and Tanguy Ndombele have not performed as expected when fit.
Christian Eriksen, who has been the lynchpin of the Spurs midfield looks a forlorn figure intent on leaving the club this month.
Predominantly a central midfielder, Gerson can also play higher upfield or on the flanks if required. His athleticism and versatility will add mobility to the Spurs midfield that has seemed far too static at times.
The Brazilian midfielder should cost Tottenham £26million. Flamengo, however, are said to be holding out for the player’s £60million release clause.
This will represent a hefty profit for the Brazilian side who signed the player for £10million in the summer.
